Dr. Paul Garassus, re-elected President of the UEHP for a fifth term of office

Dr. Paul Garassus was unanimously re-elected in a vote on 3.02.23 in Frankfurt am Main. Dr. Garassus is a physician, trained neurologist and economist. He has been President of the UEHP since 2015. He is also Secretary General of the French Society of Health Economics (SFES) and President of the Scientific Council of the BAQIMEHP (Institute for Quality and Economic Analysis for the Private Health Sector). He is also an advisor to the OECD.

He has represented the private hospital sector at European level since 2008. His teaching, training and research activities in collaboration with several universities and institutions are dedicated to health financing, health economics, risk management education, health innovation, quality and technology assessment, among others.
He is actively involved in the work of medical and industry professionals on the financing and regulation of healthcare systems in Europe. His publications focus on recent developments in Europe regarding hospital structures, private investment in healthcare and market access in France. In addition, Dr. Garassus is heavily involved in the field of healthcare data in Europe and is a strong advocate of green hospitals. Dr. Paul Garassus is invited to major international conferences and is in direct contact with EU officials and policy makers, academics in the field of health economics and industry. Recent international developments have shown the need to build links at European level to share best practice, quality incentives in hospital reimbursement reforms and, more recently, the quality of working conditions.

VICE PRESIDENTS

Oscar Gaspar, Portugal, has a degree in economics and a postgraduate degree in public management. He started his professional career in the investment and commercial banking sector. He was Chief of Staff to the Portuguese Secretary of State for the Budget.
Oscar Gaspar worked as Economic Advisor to the Prime Minister from 2005 to 2009 and as Secretary of State for Health from 2009 to 2011. For two years, until August 2016, he was Director of External Affairs at Merck Sharp & Dohme - Portugal.
Oscar Gaspar is currently President of the Portuguese Association of Private Hospitals (APHP), member of the Board of Directors of the Confederation of Portuguese Industry (CIP) and Vice President of the National Strategic Health Council of the CIP. He is also a member of the Portuguese Economic and Social Council and the National Health Council. On Oscar Gaspar's initiative, the APHP launched the European Private Hospital Awards, which will be presented in Lisbon in 2022. Last Friday, he was appointed UEHP Vice President for a second term of office by the General Assembly in Frankfurt.

Jens Wernick, Germany, is a lawyer and founder of his own law firm in Munich. Jens Wernick has been advising hospitals, doctors and other healthcare providers on all legal issues relating to medical and commercial activities for more than 25 years. Jens Wernick has contributed to numerous publications, in particular on process cost accounting in hospitals, the reorganization of hospitals and risk management.
From 2001 to 2006, he was part-time managing director of the Association of Private Hospitals in Bavaria. He has been an active board member of the European Association of Private Hospitals (UEHP) since 2006 and is currently in his fifth term as UEHP Vice President.

SECRETARY

Cristian Hotoboc, Romania, graduated from the Academy of Economic Studies, Faculty of International Economic Relations, in 2000. He has been President of the Association of Private Medical Service Providers (PALMED) since 2007. PALMED advocates for Romanian private healthcare providers and for the right of patients to have access to quality medical services at an affordable price. Since 2010, he has also been President of the Alliance for Health in Romania. He was an active member of the Board of the European Union of Private Hospitals (UEHP) and is now serving his first term as Board Secretary.

TREASURER

Guy Nervo, Monaco, graduated from business school and entered the healthcare sector at the age of 25. Since 1989, he has been Director of the Cardio-Thoracic Centre of Monaco, an autonomous private hospital specializing in the diagnosis and treatment of cardiac, thoracic and vascular diseases and at the cutting edge of technology.
He is also actively involved in the life of the Principality of Monaco through various organizations: Economic, Social and Environmental Council, Business Association, Strategic Council for Attractiveness, Pension Fund. He has represented Monaco's private institutions in the UEHP for almost 20 years and is currently its treasurer.

PRESIDENT OF THE GENERAL ASSEMBLY

Dr. Andrzej Sokolowski, Poland, is a doctor of medicine and specialist in internal medicine. He is the founder and Chairman of the Board of the Association of Polish Private Hospitals (OSSP), founded in 2002, and a founding member of UEHP. Since its foundation, the OSSP has been committed to promoting the importance of private hospital care in Poland.
